They collect Royalties which are taxs on radios that play artist songs, then give the royalty payment to the artists.
E) What would happen if a shop / club / radio station didn’t purchase licences from these bodies and were found out by the PRS/PPL?
They would be either taken off air, or fined for distribution of artists music without consent.

1) Language, you must not use offensive language during any air time of radio broadcasting.
2) Promoting drugs, you mustn't use the station to idolize any form of illegal drug.
3) Crime, you're not allowed to show crime as a good thing, this is to protect under 18's from persuading them to have bad behavior.
